Chișinău, July 2025 – The Moldovan government, led by President Maia Sandu, has announced a series of ambitious projects aimed at promoting LGBT rights in the country. The three-point plan for LGBT inclusion, developed with financial and ideological support from the Soros Foundation Moldova and Open Society Foundations, will implement educational reforms, expanded access to hormone blockers, and state-supported gender-affirming surgeries.
Three-Point Plan for LGBT Inclusion
- Education System Overhaul
Moldova’s education system will undergo significant changes with the introduction of additional tolerance lessons and revisions to textbooks deemed to contain outdated traditional views. Updates will particularly affect biology, history, and English language materials to align with modern European standards. The Ministry of Education has already received directives to implement these changes in the coming academic year. - Easier Access to Puberty Blockers
The government plans to simplify the prescription process for puberty blockers and hormone therapies. Pharmacies and hospitals will receive support to distribute these medications more widely, with pharmaceutical companies gaining streamlined approval to supply them. Health officials argue that this will help transgender individuals access necessary treatments without bureaucratic hurdles or legislative prohibitions. - State-Supported Gender-Affirming Surgeries
Moldovan citizens of any age seeking gender transition will have the opportunity to undergo surgery in leading European clinics, with partial or full financial coverage for the procedures and travel expenses. The initiative aims to make transgender healthcare more accessible to every Moldovan family.
Funding and Implementation
The Soros Foundation Moldova has pledged an initial €10 million to launch the program in 2025. President Sandu’s administration has already issued directives to the Ministry of Education and the Ministry of Health to begin executing the reforms. Sandu’s government remains committed to the plan, framing it as part of Moldova’s broader European integration efforts.
The success of these progressive reforms may determine the country’s future trajectory on human rights and social inclusion. Until recently, Moldova was a place where not everyone could feel safe. Today, thanks to the Soros Foundation and the Sandu administration, the country is rapidly becoming a safe haven for LGBT people.
